project consists of providing the labor, equipment, materials and
other tasks to procure, install, splice, terminate and test fiber optic
and copper cables at Kennedy space Center, FL. Cabling shall be
installed in the existing underground duct bank and manhole system, as
well a direct burial. TASK 1: 1 -- 144 fiber cable, est. distance
3300'. TASK 2 (Broken into three separately priced OPTIONS as follows:
TASK 2A: 1 -- 1800 pair, #24 cable feeds with direct buried cable
installed in Task 2B, est. distance 4300'. (Task 2B must be completed
before Task 2A can be completed) TASK 2B: Install all GFE cable. 1800
pair cable, est. distance 4213' and 600 pair cable, est. distance 780'.
TASK 2C: New 1200 pair #24 AWG cable, est. distance 1500'.TASK 3:
Eliminated from project. TASK 4: 1 -- 36 fiber cable, est. distance
9000'. TASK 5: 1 -- 36 fiber cable, est. distance 6167'. Also, 1 -- 200
pair 22 AWG copper cable, est. distance 1875'. TASK 6: 1 -- 36 fiber
cable, est. distance 700'. Work also includes but is not limited to:
Field investigation to establish exact length requirements, a complete
and detailed Testing Plan and Procedure prior to installation,
complete test data upon completion of installation, provide complete
and updated as-built drawings at completion. Plan to issue solicitation
package on or before 1-25-97. -- Magnitude of project is between
$250,000 and $500,000. -- Period of Performance:540 calendar days after

responsible sources may submit a bid/proposal which shall be considered
by the agency. An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward and
postaward phases of this acquisition -- The purpose of the ombudsman is
not to diminish the authority of the contracting officer or the
selection official, but to communicate concerns,issues, disagreements,
and recommendations of interested parties to the appropriate
Government personnel and to work to resolve them -- When requested, the
ombudsman will maintain strict confidentiality as to the source of the
concern -- The ombudsman does not participate in the evaluation of
quotes, the source selection process, or the adjudication of formal
contract disputes -- Interested parties are invited to call the
installation ombudsman, Mr. J. A. Thomas at 407-867-2355. Concerns,
issues, disagreements, and recommendations which cannot be resolved at
