Destination. Desired delivery 45 days after award. Closing date for
receipt of proposal is on or about 24 January 1997. It is our intent to
make an award to Cascade Microtech, Inc., 14255 S.W. Brigadoon Ct.,
Beaverton, OR 97005, on a sole-source basis. Justification supporting
sole-source award is that the above items must be compatible with
Cascade Microtech probes and accessories already in use at Rome
Laboratory, and substitution of the above items would significantly
increase development costs and impact project execution. An Ombudsman
has been appointed to hear significant concern from offerors or
potential offerors during the proposal development phase of this
acquisition. Routine questions are not considered to be significant
concerns should be communicated directly to the Contracting Officer, E.
J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer or Program Manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division at (315) 330-7746. When requested the Ombudsman will maintain
strict confidentiality as to the source of concern. The Ombudsman does
not participate in the evaluation of quotes or in the source selection
process. The Ombudsman should only be contacted with issues or
problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
