Specialist, (202) 634-4599. The U.S. Department of Energy (DOE), Office
of Economic Impact and Diversity, intends to acquire support services
to conduct specific tasks. The Government intends to negotiate with
only one source, specifically, the National Academy for Public
Administration (NAPA). This effort will require approximately 730
Direct Productive Labor Hours and is to be completed by May 1, 1997.
The purpose of the tasks is to develop a pilot process to bring to
closure "old" DOE contractor whistleblower cases that pre-date the
April 2, 1992 creation of the Contractor Employee Protection Program
(CEPP) and that currently have no administrative or legal redress. This
is a follow-up to NAPA study released by DOE in March 1996 that
recommended establishing a process to review "old" DOE whistleblower
cases "expeditiously, in a cost effective manner". This notice of
intent is not a request for competitive proposals. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered for the
purpose of determining whether to conduct a competitive procurement.
