Programs Division, (the Division), Office of Mobile Sources (OMS), is
responsible for (1) the development of regulations and nonregulatory
programs pertaining to State Emissions Programs (Inspection and
Maintenance (IM)); (2) the development of Transportation Policy Options
and Control Measures; (3) establishment and revision of mobile source
emission standards and test procedures under the Clean Air Act
Ammendments of 1990 (sections 182, 205, 206, 207, and 213(a)); and (4)
the evaluation, implementa- tion and support of in-use emission
control technology assessment programs. The impact of emissions from
mobile sources on air quality must be determined and thoroughly
evaluated. Air quality assessments and evaluations will be required for
mobile sources; highway and nonroad engines and vehicles. To support
these functions, there is a recurring need for analytical and tecnical
support which allows rapid response to unanticipated as well as
planned Regional & State Programs Division projects. The EPA is also
required to undertake short-term analyses on diverse subjects in
response to inquiries from Congress, the Executive Branch, industry,
and the public. To respond to these inquiries in a timely manner, the
EPA requires analytical support in evaluating the economic and
environmental trade-offs of Government policies and regulations. The
U.S. Environmental Protection Agency (EPA), Regional & State Programs
Division is seeking a contractor to provide analytical support for
prospective regulations, nonregulatory programs, policies and vehicle
compliance programs needed to implement requirements of the Clean Air
Act Ammendments (CAAA) of 1990. The contractor shall provide expertise
in modeling, economic analysis, statistical analysis, technical
writing and engineering. Some projects will require a short turnaround
time. The contractor shall not be required to produce feasibility
studies or make decisions on regulations or policy. Therefore, all
analyses and support are limited to technical issues; advice or
assistance relative to policy develop- ment, decision-making,
management and/or administration issues shall not be provided under
this contract. It is anticipated that the Government will award a Cost
Plus Fixed Fee Contract with four (4) twelve month option periods. The
level of effort for the base period is anticipated to be 4,200 direct
labor hours. Option periods are anticipated at 4,200 direct labor hours
per period. Request for the RFP must be in writing and directed to
