service involves pretesting, refortifying, and final testing of used
antifreeze at various Government sites, located within the Marine Corps
Base, Camp Pendleton, San Diego County, California, ensuring that the
substance meets industry standards of virgin antifreeze, which is 50%
ethylene glycol and 50% water. The Contractor shall provide a mobile
service on a "as needed" basis, responding within 24 clock hours of
request. The minimum order is 55 gallons per site. Contractor shall
perform a field test (pretesting) to identify the ethylene glycol
level. The used antifreeze to be recycled may range from 25% up to 50%
ethylene glycol levels. Any antifreeze with ethylene glycol level
below 25% will be disposed as hazardous waste, by the Government.
Government estimates a quanity of 28,000 gallons a year. The Contractor
shall perform a process or processes that purifies the antifreeze,
removing all substances except ethylene glycol and water. Contractor
must be certified and hold all applicable permits and business plans as
required by San Diego and Orange Counties, and the State of California.
Contract will be subject to Federal and State Environmental Laws. This
is a requirements Contract for a base year and two one year options.
