This presolicitation notice is for Development and preparation of various Specifications for Facility Support Service contracts for Southwest Division, Naval Facilities Engineering Command, San Diego, CA, and it's customer activities in Arizona, Alaska, California, Oregon, and Washington states. It is an indefinite delivery, indefinite quantity solicitation with a base year and two prepriced options. The firm's employees must have experience and knowledge in development and preparation of various specifications and the Uniform Contract Format (UCF) and Construction Specification Institute (CSI) format. The services will include but not limited to: a. Preparation of Facility Support Contract (FSC) Performance Work Statements for single and multi-function requirements. b. Preparation of Facility Support Construction Contract (FSCC) Statements of Work. c. Preparation of Quality Assurance Plans. d. Preparation of Bid Schedule. e. Preparation of Cost Estimates. f. Development of historical data, equipment, supply, and facilities inventories to support contract requirements. The contractor shall provide all labor, supervision, management, material, reproduction and transportation, etc. Small businesses interested in pursuing this solicitation as a 100% set aside for small business must notify the contract specialist within 15 days of this announcement in the CBD and provide written documentation of their experience and knowledge to meet all of the above specifications and explain why their firm has the capability of meeting the solicitation requirements.
