for International Development (USAID) mission to Egypt invites
individual firms or consortia to submit proposals for a cost
reimbursement performance-based technical assistance contract. This
$20.5m, four year program with potential for a two year option, will
implement the mission's strategy for increasing girls' participation in
basic education. Offerors will be requested to articulate a
comprehensive approach to achieving eight performance outcomes under
this strategy, including, most notably: 1) developing the capacity of
Egyptian non-governmental organizations (ENGOs) to launch and support
a USAID model of community schools, 2) refining this model and
launching through the ENGOs approximately 1,000 new classrooms in
targeted areas of Egypt, 3) developing a rational management and
sustainability plan for these schools, 4) strengthening the relevant
institutional capacity of the Ministry of Education to oversee these
primary schools, 5) implementing a performance monitoring plan to
measure progress towards achieving the girls' education strategy, and
6) pursuing other relevant research and guidance on policy reform.
Rapid mobilization will be necessary in order to launch a first set of
schools in time for the 1997-98 school year. Services will be
performed in Egypt and in the United States. U.S. organizations
interested in submitting offers for this solicitation may request a
copy of the Request for Proposals (RFP) No. 263-97-P-022 by submitting
a written request along with three self-addressed mailing labels. Do

publication of this notice. The deadline for receipt of proposals will
be approximately 45 days after the date of the issuance of the RFP.
The U.S. Agency for International Development encourages the
participation to the maximum extent possible of small business
concerns, small disadvantaged business concerns and women-owned small
business concerns in this activity as prime contractors or
subcontrators in accordance with Part 19 of the Federal Acquisition
Regulation. In this respect, it is anticipated that the prime
contractor will make every reasonable effort to identify and make
