SOUGHT: A descriptive capability package is requested NO LATER THAN 7
FEB 97 for SMALL BUSINESSES interested in performing nonpersonal
services to provide equipment, labor and materials to accomplish a
variety of detailed time and material task orders encompassing
emergency spill response and remediation services. Anticipated period
of performance is 1 OCT 97 through 30 Sep 98. Four-one year options may
be awarded. The Standard Industrial Classification (SIC) Code limit for
small businesses in category 8744 is 500 employees. Contractors must
comply with all federal, state and local environmental laws and
regulations regarding this project. The objective of this contract is
to provide timely response to emergency situations beyond the
capabilities of the Environmental Management (EM) office at
Wright-Patterson AFB (WPAFB). Response sistuations on this contract
include but are not limited to: PCB Containment/Spill Cleanup,
Preliminary Assessment, Hazardous Waste Removal Action, Cleanup of
Biohazardous & Infectious Waste, Removal of Above Ground Storage Tanks,
Removal of Underground Storage tanks, Remediations/Spill cleanup of
varied and sometimes unknown chemicals, Hazardous Material
Containment/Spill cleanup, Soil Excavation/Disposal, Tank Pumping and
Disposal, Provisions for Installing Temporary Holding Tanks, Drilling
Services/and Well Installation, Disaster Response, Environmental
Modeling, Biological Assessment and Lab Analysis and Sampling.
Situations may arise requiring spill response and remediation at sites
covering a five state area (OH, IN, IL, WV, and MI) and shall include
Reserve, National Guard Bases and training sites. 1. Summarize your
capability of handling each of the preceding actions. 2. Describe the
personnel you would propose for this project. 3. How would you meet a
90 miniute response time? Meeting this response time means, having the
necessary personnel, equipment, and supplies on site and ready to do
the work within 90 minutes. 4. Describe your ability to operate a 24
hours a day, 7 days a week, 365 days a year emergency service call
operation. 5. Describe your last 10 experiences with this type of work
(Contract Number, Contracting Activity {Government or Commercial
Agency}, Project Description {include type of hazardous materials
involved}, POC, Telephone Number, multiple spill/single spill). 6. What
training, safety and quality programs does your company operate? 7.
Describe your inventory program for heavy equipment, realtime
monitoring equipment and spill cleanup supplies. 8. What is your
in-house (labor categories) vs. subcontracted capability? 9. Does your
company have subcontracts with licensed hazardous waste treatment,
storage and disposal facilities and licensed transporters? 10. Describe
your review process of these subcontractors. 11. What is your current
and potential insurance level? Limit your response to a 15 page
