maintenance, contractor shall be required to provide all personnel,
equipment, tools, materials, supervision, and other items and services
necessary to perform grounds maintenance which will be defined in the
performance work statement which will be provided at time of
solicitation phase. This request for proposal will be issued as a
technical two (2) step. (The first phase will be sent to tentative
offerors as a technical proposal, after receipt potential offerors will
be rated as acceptable and will be requested to submit a priced
proposal) requirement is currently being performed in house by
government employees. This acquisition will be conducted under an A-76
cost comparison study (in accordance with OMB Circular no A-76 dated
27 Mar 1996) estimated release date of technical portion of the
solicitation will be 12 feb 1997. The technical panel will evaluate the
proposals and offerors rated acceptable will be requested to submit
their price proposal. Award will be made on an allor none basis. To
include a basic and 4 option years. The approximate issue/response date
will be 29 Jan 97. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources solicited may submit a bid, proposal, or quotation
which shall be considered. Request for copies of solicitations must
reference the entire solicitation number, including purchasing office
identification number. To expedite your request, limit the number of
individual solicitation numbers requested per letter to not more than
10. Don't request information on this requirement until after the issue
date. This proposed procurement is under a 100 percent small business
set aside, the size standard of annual receipts of $5.0 million
dollars. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
