This request for proposal will be issued as a technical two (2) step. (The first phase will be sent to tentative offerors as a technical proposal, after receipt potential offerors will be rated as acceptable and will be requested to submit a priced proposal) requirement is currently being performed in house by government employees. This acquisition will be conducted under an A-76 cost comparison study (in accordance with OMB Circular no A-76 dated 27 Mar 1996) estimated release date of technical portion of the solicitation will be 12 feb 1997. The technical panel will evaluate the proposals and offerors rated acceptable will be requested to submit their price proposal. Award will be made on an allor none basis. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
