1996 is being modified as follows, we are requesting quotations for the
following: Weather service to 12 locations within the Southwestern
Region, which include Arizona and New Mexico. The service must deliver
a continuous feed of the most current weather data to an IBM
compatible, DOS based personal computer. The data must include all NOAA
National Weather Service Family of Services feeds (NAA 604, NOAA
Weather Wire, Domestic Data, International Circuit) hurricane and
tracking projection graphics, doppler radar displays, real-time and
hour-old through 23-hour old lightning real-time and hour-old strike
data and GOES 8 and GOES 9 satellite pictures. The requirements of the
service are: 1) A continuous, KU-band satellite delivered feed of 9600
baud or faster. 2) One combined data feed including text and graphic
data. 3) Text data to be value-added text, in ASCII format. 4) Color
graphic data to be VGA in resolution or higher. 5) Color Doppler Radar
displays on national, six (6) regional maps, all state maps, and/or
custom (user defined) base maps; containing overlays on interstates and
roads, county lines, lakes, rivers, streams and resovoirs; updated
every fifteen minutes; system storage for up to the past 23-hours; user
defined looping or animation displays of any time frame. 6) Color coded
lightning displays (positive and negative polarity) on national, six
(6) regional maps, all state maps, and/or custom (user defined) base
maps; containing overlays of interstates, roads, county lines, lakes,
resovoirs; updated every in real-time; system storage for up to the
past 23-hours; user defined looping or animation displays of any time
frame. 7) GOES 8 and GOES 9 color satellite displays (IR) on three
perspectives (western,USA (coast-to-coast), and eastern); updated
hourly; system storage for up to the past 23-hours; user defined
looping or animation displays of any time frame. 8) Contractor provided
and maintained satellite earth station. 9) Free software updates and
enhancement, transmitted over satellite. 10) System software and user
defined for automatically saving each/all products to disk,
automatically refreshing product to view upon arrival, automatically
printing products, and automatically sounding audible alarm upon
product arrival. 11) System software for automatically detecting when
any NWS product (forecast, weather watch or warning, etc.) has expired
and provides the user for deleting or retaining expired product. 12)
Hurricane tracking with projected path in multi-colored displays,
update automatically in real-time. Projected paths to also include
projected areas containing 35, 50 and 75+ knot winds. All tracking and
projection displays to be available on global, oceanic, USA, USA
regional, state and user defined maps. 13) ISOGRAPHIC surface and upper
air analysis and projection graphics include all NWS products, such as
MFR 10-day, European, NGM, ETA, AVN, etc. models. All displays must
have user defined and changeable color patterns. 14) System containing
an available product data base of more than 29,000 weather lines. 15)
System software for selecting up to 300 products to store from product
menu. 16) System software for "daisy chaining" systems for product
storage of more than 300 products, permitting unlimited storage. 17)
All systems software documentation. 18) Installation of all system
components. 19) Training of all system components. 20) 24-hour per day,
every day customer service. 21) A.M. and P.M. fire weather forecast.
22) METAFIRE weather forecast. 23) Fire weather red flag warnings and
watches. 24) Haynes index. 25) Ventilation data. 26) May require a Fire
Weather Forecaster on-site during critical fire weather activity on an
as needed daily basis (24 hour availability). The provisions in FAR
52.212-1, Instructions to Offerors -- Commercial, 52.212-4, Contract
Terms and Conditions, Commercial Items, applies to this acquisition.
The Clause 52.212-5, Contract Terms and Conditions required to
implement Statutes or Executive Orders -- Commercial Items, applies to
this acquisition as well as the following clauses cited in the clause
are applicable to the acquisition; 52.222-36 Affirmative Action for
Handicapped Workers (29 U.S.C. 793)., 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C.
4212). We anticipate a one year contract with an option to renew,
beginning February 1997. Any award will be contingent upon Technical
