STATEMENT OF WORK: 1.0 INTRODUCTION: The Naval Command Control and
Ocean Surveillance Center (NCCOSC), Research, Development, Test and
Evaluation Division (NRaD) is conducting research in distributed
situation assessment. In distributed situation assessment, a team of
spatially distributed information specialists performs the
interpretation of tactical data. Existing systems do not support
interpretation of tactical situations such as recognition of
activities, tactics, organization, intent and vulnerabilities.
Currently it is the responsibility of each decision maker to recognize
these elements of the situation and formulate his own interpretation.
What is needed is the ability to create a coherent, consistent
situation interpretation by assembling partial assessments produced by
different specialists. 2.0 SCOPE: This purchase order addresses
conceptual issues associated with the development of elastic knowledge
templates for distributed situation assessment. The technology issue
to be addressed concerns knowledge structures able to accommodate
specialist's situation recognition knowledge and an integrated common
core representation across specialists which preserves the tailored
representation of each specialist's knowledge. 3.0 TECHNICAL
REQUIREMENTS: The contractor shall perform the following subtasks: 3.1
Design and develop a prototype Distributed Assessment Tool (DSAT)
using elastic knowledge templates which accommodate specialist's
situation recognition knowledge for selected domains along with a set
of common core templates. 3.2 Develop a DSAT interface to the Situation
Server being developed under DARPA funding. 3.3 Demonstrate the
application of the DSAT/Situation Server for a specific scenario. 4.0
GOVERNMENT FURNISHED PROPERTY: None. 5.0 TRAVEL: Travel to NRaD is
authorized in order to coordinate this effort. 6.0 OTHER: 6.1 Security
clearance is required for assigned personnel. 6.2 Place of performance
includes contractor's facility in Arlington, VA. 6.3 Technical review,
inspection and acceptance of contractor services are provided by
Ronald Larsen Ph.D., NRaD Code d441, Bldg 600, Room 422B, Phone
(619)553-4142. 6.4 Period of performance ends 30 September 1997. Note
22 applies, however, all offers received within 15 days (in lieu of 45
days) after date of publication of original synopsis will be
considered by the Government. The applicable Standard Industrial Code
(SIC) and Size Standard is 7379 -- $18.0. No RFQ will be prepared or
made available for distribution. Award will be based on evaluation of
responsive, responsible quotations received in response to this CBD
advertisement. Competitive awards may be based on the evaluation
criteria stipulated in NRaD Blue Ribbon Vendor Program (BRVP)
provisions or the Red, Yellow, Green (RYG) Contractor Evaluation
