following services are requested to give written notification,
including a telephone number for a POC to the acquisition office listed
in this notice within 15 calendar days from the date of synopsis. The
Bureau of Reclamation has a requirement to obtain professional services
to prepare material on the topics and serve as the main talent for the
oral history and training videos. To accomplish this the individual
has to have been involved in the historical development of the
technical issues; to have substantial and outstanding experiences in
applying the technical theory and design principles in practice; have
extensive experience in dam design, construction and dam safety
engineering; be published in the technical field on the topics to be
covered and broadly recognized as an authority; and, to have served as
a consultant on major dams internationally. Reclamation believes that
Mr. John Lowe III is the only consultant capable of providing the
required services based on the information given below. Mr Lowe was the
senior outstandingcontributor to and current practitioner of State of
Practice in the field.As a graduate student Mr. Lowe worked at Harvard
University with Professors Terzaghi and Casagrande, both of whom were
involved in investigating and establishing filter requirements and
design criteria. Mr. Lowe and his student colleagues worked doing the
research and investigations to support development of the filter
criteria. Mr. Lowe has been instrumental in developing the state of
practice in dam engineering through his involvement in the design and
construction of many major dams world-wide in his private practice. As
chief operating officer of one of the large international consulting
firms, Mr Lowe has encountered many design and operational problems for
dams. His work in determining the cause and remedy for sink holes at
Tarbella Dam, India was seminal in extending professional knowledge of
filtration and filter requirements. Mr. Lowe has done extensive work
on the stability of dam slopes under various loading conditions,
including rapid drawdown loadings. The work that was accomplished with
his coworkers, and his continued exposure to this problem in his
individual consulting practice, on stability, particularly rapid
drawdown stability, represents State of Practice. This is not a formal
solicitation. However, concerns that respons shall provide detailed
data concerning their capabilities and may request to receive a copy of
the solicitation when and if it becomes available. This notice may
represent the only official notice of such a solicitation. See Note 22.
