effectiveness analyses in support of the Joint Air-To-Surface Standoff
Missile (JASSM) program. This is a follow on contract to
F08626-96-C-0166, currently being performed by Calspan Corporation
address, P.O. Box 400, Buffalo, NY. This effort will provide analyses
to support the JASSM System Program Office (SPO) and Air Combat Command
(ACC) during the execution of the JASSM contract for Program Definition
and Risk Reduction (PDRR), Engineering, Manufacturing and Development
(EMD) The period of performance will be from l5 Sep 97 to 14 Sep 98
with three option years. The contractor will be required to conduct
analyses in support of various program milestones including the
Analysis of Alternative (AOA) (formerly the Cost and Operational
Effectiveness Analysis (COEA)). In addition to the AOA, the contractor
will be required to provide analyses and evaluations that support SPO
activities such as the rolling downselect evaluation of the two prime
JASSM contractors, Lockheed Martin Integrated Systems and McDonnell
Douglas during the PDRR phase. The analyses will evaluate the JASSM
contractors' design/performance for a selected set of scenarios and
employment options and will include candidate alternatives to JASSM
which could be employed within given mission contexts. The contractor
will be required to perform the analyses using one-on-one, one-on-many
simulations at both the single engagement, mission and campaign
levels. The contractor will be required to update the analyses as
changes occur in threat performance assessment and in JASSM
design/performance. The contractor will be required to maintain,
update, and expand/develop as required the threat system performance
parameter databases created for the JASSM Milestones II and III. The
contractor will be required to maintain the computer tool set used in
conducting all analyses. Additionally, the contractor will be required
to perform studies to evaluate performance of the JASSM mission
planning system designs and algorithms, and provide analyses as
required to support JASSM development and operational test and
evaluation. The contractor will have access to source selection
sensitive data of the two JASSM contractors, Lockheed Martin and
McDonnell Douglas, and thus be required to sign nondisclosure
agreements with Lockheed Martin and McDonnell Douglas, and source
selection briefing certificates. This effort requires Special Access
Program (SAP) access criteria that will follow guidelines established
in DCID 1/14. Basic access to the Special Access Required (SAR)
portions of the JASSM program are limited to those individuals that
possess a FINAL SECRET security clearance, current within the last five
years. This effort requires the daily access to TOP SECRET SAR data and
that the contractor have the ability to conduct survivability studies
and have access to other program's SAR data. Therefore all personnel
having access to data shall possess TOP SECRET security clearance at
time of contract award. This clearance must be current within the last
five years and be based upon an Single Scope Background Investigation
(SSBI). In addition, the contractor must possess an approved Special
Access Program Facility (SAPF) to afford protection for Program
classified information and material. All SAPFS used for processing,
discussions, or storage of JASSM AOA efforts shall meet safeguard
standards commensurate to those for TOP SECRET materials. Potential
offerors must submit a capabilities package for supporting the JASSM
program. See Note 25. Potential offerors must demonstrate previous
experience using models such as ESAMS, SUPPRESSOR, RADGUNS and MOSAIC.
In addition the contractor must be knowledgeable on bomber and fighter
aircraft CONOPS, USAF and USN conventional missile employment tactics:
AOA scenario development; the use of Thunder for campaign level
analysis; and Joint Munitions Effectiveness Manual (JMEM) and other
lethality analysis of JASSM on various targets. The potential offeror
shall demonstrate the required security clearance for his personnel
that will preclude interruption of services to support milestones for
the JASSM program. The potential offeror shall demonstrate that he has
a facility that meets the construction standards and acoustical
controls outlined in DCID 1/21 for areas where JASSM SAR program
materials are discussed, stored or processed. The potential offeror
shall demonstrate Specialized Compartmentalized Information, and
verification of NOFORN. Potential offerors have to be certified and
registered for STINFO export control by the Defense Logistics Services
Center (DLSC) Battle Creek MI, telephone number 800-352-3572, to
receive any resultant RFP. This certification is above and beyond the
requirements for a security clearance and may be obtained by submitting
a DD Form 2345 to DLSC. Firms should include STINFO certification
status in their capability package. Offerors need to state the firm's
size (large, small, Small Disadvantaged Business) in the capability
package. The Government will exclude sources not meeting the above
criteria. After all statements of capabilities have been screened, any
subsequent solicitation resulting from this announcement will be
issued to those prospective sources which, in the sole judgment of the
purchasing activity, have a potential to successfully fulfill this
requirement. Closing date for submitting qualifications package is l5
days from the publication date of this synopsis. A consolidated DRFP is
anticipated to be released to potential offerors, and on the Eglin PK
home page (web site: eglinpk.eglin.af.mil/OPS/RFP.HTM) approximately 17
Feb 97 with a formal RFP being released approximately 16 Mar 97. This
synopsis is for information and planning purposes only, does not
constitute a solicitation for bids or proposals and is not to be
construed as a commitment by the Government. No collect calls nor
telephone requests for solicitation will be accepted. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of thisacquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Interested parties are invited to call the ASC's
