8712. Provide A/E design services for Project No. 534-97-101, Chiller
Replacement & Electrical Upgrade for the Ralph H. Johnson Dept. of
Veterans Affairs Medical Center, Charleston, SC. Provide design
services to (1) provide all necessary design analysis, & engineering
studies to provide a competitive bid document including plans, specs,
engineering studies, & detailed cost estimated; (2) provide limited
construction period services in record & as-built plans. Project will
replace one existing 30 year old 500-ton chiller with replacement
chiller(s) & add one 750KVA transformer. Existing piping, conduit,
panels, switchgear, etc. will be demolished & replaced. Existing
chillers are energized from the Medical Center's normal power
distribution system. All of the Facility's chillers will be taken off
the existing normal power distribution system. The new transformer will
be installed with associated switchgear to handle the load. The Medical
Center has a thermal storage system for cooling as well as conventional
chillers producing main loop chilled water. Evaluations &
investigations into this project will require preliminary
investigations into cooling tower capacities & operations, probable
connection into the existing thermal storage system & connection into
the existing Medical Center's control system. Disciplines involved may
include, but are not limited to: architectural, electrical,
mechanical, industrial hygiene (if required). All professional services
including industrial hygiene shall be part of the design team announced
in the SF 254'a & 255's. Consultants design qualifications shall be
clearly stated. Estimated construction cost: $557,126. Specific
evaluation factors, not in priority order shall be: (1) Professional
qualifications of the entire team in areas necessary for the
satisfactory performance of the required services. Particular attention
will be given to overall design team coordination; previous experience
in working together as a team; & estimating capabilities & accuracy.
Each member of the team will be considered individually for their
professional qualifications & experience relevant to the project &
collectively for their ability to function as a team; (2) Specialized
experience & technical competence by all members of the team in
mechanical renovations with examples of similar type project designs;
(3) Capacity to produce competitive bid documents in a short time frame
& a demonstrated ability to design renovations within a give budget;
(4) Past performance on contracts with Government agencies as well as
private industry, in terms of cost control, quality of work, &
compliance with performance schedules; (5) Location of principle firm
within a one hundred (100) mile geographical radius of Charleston, SC;
(6) Computer Assisted Drafting (ACADR 12/13) capabilities. A/E firms
are required to respond in writing if interested & shall submit a
completed SF 254 & SF 255. SF 254's are NOT kept on file at this
VAMC.Firms responding to this announcement by Close of business, 4:30
PM, (local Charleston, SC time) January 24, 1997, will be considered.
Firms selected for interview will be requested to present their
approach for this project & demonstrate their experience. This is not
a request for proposal. Contract award is subject to the availability
