CONTRACTING OFFICER: Hugh P. Young (405)734-9399 The 38th Engineering
Installation Wing has a requirement for nonpersonal services for
operation, maintenance, and recurring support services of the base
telephone system at Onizuka AS CA. The proposed contract is for one
basic period and four option periods totaling approximately 60 months.
The system consists of the following: (1) Nortel Meridian SL-1, XT
switch located in Bldg. 1003, Room 1201C; equipped with approximately
3000 voice and data lines including 80 Op Premise Extension circuits,
30 DID trunks, 30 DOD trunks, 31 DSN trunks, 30 TIE trunks, 3 PAG
trunks, 2 MUS trunks, 16 FTS-2000 trunks and 6 RAN trunks; (2) 1A2 Key
Systems located in: Bldg. 328; Bldg. 567, Room A74; Bldg. T223, Moffet
Air Field; Bldg. 1001, Room 111; Bldg. 1001, Room 61; Bldg. 1001, Room
23; two in Bldg. 1003, Room 1201C; (3) Eagle One Key System located at
Camp Parks, Pleasanton (approximately 30 miles from main location); and
(4) Dices 3 Switching System which requires contractor to interface at
the horizontal blocks in Bldg. 1003, Room 1201C. There are both
commercial and Defense Switched Network (DSN) trunks, access to FTS
2000, hot lines, data circuits, radio circuits, key systems, and crash
nets. Foreign participation is permitted only at the subcontractor
level. Copies of the solicitation will be provided to foreign firms
only in order that they may pursue subcontracting opportunities.
Competition is open to domestic sources only. Contractor technical
personnel must possess Secret level clearances. All responsible
domestic offerors may submit a proposal, which shall be considered.
Sources responding to this synopsis must indicate, in writing, whether
they are large or small, disadvantaged or women-owned, and whether
they are a U.S. or foreign-owned/controlled business. For this
acquisition, a concern will be considered small under SIC 7378 with a
size standard of $18,000,000.00. Based on market research, the
Government is not using the policies contained in Part 12, Acquisition
of Commercial Items, in its solicitation for the described supplies or
services. However, interested persons may identify to the contracting
officer their interest and capability to satisfy the Government's
requirement with a commercial item within 15 days of this notice. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

issues or problems that have previously been brought to the attention
of the program manager and/or the contracting officer and could not be
satisfactorily resolved at that level. Only companies who provide all
required information will receive a copy of this solicitation. No
