J -- MAINTENANCE, OPERATION AND RECURRING SUPPORT SERVICES OF BASE TELECOMMUNICATIONS SYSTEMS AT MALMSTROM AFB ND. Young (405)734-9399 The 38th Engineering Installation Wing has a requirement for nonpersonal services for operation, maintenance, and recurring support services of the base telephone system at Malmstrom AFB ND. The proposed contract is for one basic period and four option periods totaling approximately 60 months. The system consists of the following: (1) Nortel Meridian SL-1, XT switch located in Bldg. 1082; provides trunking for DSN, FTS 2000, and billeting access; generator backup with battery UPS; installed Oct 88; 2364 active lines and wired for 2468 lines; expandable to 5200 lines; (2) Nortel Meridian SL-1, NT, located in Bldg. 530 which includes generator backup with a battery UPS; installed Oct 88; 1402 active lines and wired for 1600; expandable to 1600 lines; (3) Nortel Option 11 switch located in Bldg. 1680, Billeting; provides service for Billeting only with battery UPS; installed Oct 95 with 137 active lines and wired for 137; expandable to 224 lines; (4) AT&T System 25, Command Post Switch located in Bldg. 500, Room 224; generator and battery UPS; installed Apr 89 with 104 active lines and wired for 104 lines; not expandable. The BTS is equipped with 153 total trunks installed; expandable to 162. There are both commercial and Defense Switched Network (DSN) trunks, access to FTS 2000, hot lines, data circuits, radio circuits, key systems, and crash nets. Competition is open to domestic sources only. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit a proposal, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large or small, disadvantaged or a women-owned business, and U.S. or foreign-owned. For this acquisition, a concern will be considered small under SIC 7378 with a size standard of $18,000,000.00. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Colonel Lee H.
