includes the furnishing of all labor, approved materials, and equipment
and incidental related work required to complete the sewage effluent
disposal for the San Mateo and Las Pulgas Areas. The work for the San
Mateo area includes two 850,000 gallon lined equalization/emergency
storage basins at STP-12, storage basin pump structure and force main,
approximately 13,200 linear feet 10-inch ductile iron pipe (San Mateo
Effluent Pipeline) from STP-12, to the percolation pond site, four
percolation ponds, diversion boxes, pond structures, basin and pond
access roads, and incidental related work. The work for the Las Pulgas
area includes one lined 1.1 million gallon emergency storage basin
with emergency storage basin wet well, lined 200,000 gallon AWT
equalization basin, 0.7 million gallons per day (MGD) Advanced
Wastewater Treatment (AWT) Title 22 treatment facilities (flow
distribution box, AWT influent pump station, alum and polymer chemical
conditioning and mixing, rapid mix/flocculation, dual media filtration
with air/water backwashing facilities, chlorination in a fabricated
enclosure with leak detection and chlorine emergency scrubbing chlorine
rapid mix/contact tank, and two backwash basins with backwash return
pumps), approximately 18,900 linear feet of 10-inch ductile iron pipe
(Las Pulgas Effluent Pipeline) from STP-9 AWT facilities to the
injection well filed, remote chlorination in a fabricated enclosure
with leak detection and chlorine emergency scrubbing, six 6-inch
diameter 304SS injection wells, seven on-site meter boxes for flow
monitoring of the seven injection wells (one existing well to be
finished with a new on-site box and six new wells in new-on site meter
boxes), and three on-site meter boxes for pressure monitoring of the
three monitoring wells (three existing wells to be finished with new
on-site meter boxes), one meter box for pressure monitoring of the
10-inch injection well piping, plant and injection well field piping,
plant access roads, modifications to the existing chain link fence,
electrical work, programmable logic controller (YIC-100) for the AWT
facilities and operator interface, data terminal cabinets, incidental
related work, and permitting requirements. -- The estimated cost is
between $5,000,000 to $10,000,000. -- Firm Fixed Price Contract. --
Contract duration is approximately 360 calendar days. -- This proposed
contract will be unrestricted. -- The Standard Industrial Code is 1623
and the annual size standard is $17 million. It is recommended the
subcontracting goals reflect a minimum goal of 5% for Small
Disadvantaged Business Subcontracting effort. Bidders should request in
writing stating IFB number N68711-92-C-4710, with complete name,
address, area code and phone number and whether bidding as a
prime/subcontractor/supplier. -- Telephone requests will not be

about 25 FEB 1997 with an opening date of approximately 30 days later
