Chernomas, Phone (703)604-2119 The Naval Air Systems Command is
contemplating setting aside the Common Crashworthy Troop Seat
Competition for Small Business participants. All small businesses
interested in responding to this procurement announcement should submit
a point paper demonstrating their ability to fulfill and manage the
requirements outlined below by no later than January 29, 1997. Papers
may be in contractor format, but at a minimum, must address the
contractor's experience and capabilities with the preceding
requirements. The Statement of Work for the troop seat program will
consist of General Performance Requirements only. The Contractor will
demonstrate the capability to develop and to conduct detailed design
efforts and trade studies to formulate design criteria and
specifications. Contractors must provide information regarding past
experience with the design, development, and production of crashworthy
seats and energy absorbing seats as either a primary contractor or
subcontractor in a performance specification only environment.
Contractors must identify the company's production capabilites and
provide examples of past production items, quantities and delivery
schedules. Contractors must provide an overview of the management
structure for developing the common crashworthy seat. Contractors must
provide evidence of both an established configuration management
program and a safety, quality assurance, and reliability and
maintainability program. Contractors must identify familiarity with
helicopter integration and logistics and provide examples. Contractors
must, also, identify familiarity with the dynamics of helicopter
crashes and human injury mechanisms and provide examples. Contractors
must provide evidence of design experience of restraint systems for
human occupants. All interested firms should submit their papers to:
