The Government intends to issue a competitive Request For Proposal (RFP) to redesign and modify the 75-Ton Portal Crane Frame for operation on a 30 foot gauge track. The crane is currently designed and built to operate on a 20 foot gauge track. Also included is modification of the truck gudgeons to improve curve negotiation, preparation of a revised capacity chart, positioning the crane on the existing 30 foot gauge track and testing. A pre-poposal conference will be held at North Island Naval Station in San Diego, CA, which will include a site-visit, ten (10) days prior to the closing date set for receipt of proposals. This solicitation will be distributed on 3.5 inch disks with Microsoft Word for Windows and Microsoft Excel. This solicitation is issued on an unrestricted basis and will not be set-aside; therefore, all sources may submit a proposal. All applicable Buy American and Trade Agreement Acts Clauses in FAR and DFAR will be utilized for this procurement and shall have a direct effect on the evaluation outcome of all offers received.
