The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Paul L. Howard Enterprises for engineering design, fabrication and testing of fluid flow adapters for the Optical Oil Debris Monitors and debris particle interpretation and platform implementation and application. Paul L. Howard Enterprises has five (5) years of experience under DOD'S LASERNET and LASERNET FINES programs for the Optical Oil Debris Monitors. Paul L. Howard Enterprises has trained and qualified personnel and expertise to meet the continuing needs of the Navy's Optical Oil Debris Monitors programs under LASERNET and LASERNET FINES. The period of performance is a base year and 3 option years. Responses to this notice of intent to negotiate with Paul L. Howard Enterprise should be submitted no later than 45 days from date of synopsis. Submitted responses shall include but are not restricted to the following: Previous experience in the oil debris monitoring, fluid flow design for real time on line imaging optical oil debris monitoring and debris morphology interpretation.
