This announcement constitutes the only Request for Quotation; Responses to the Request for Quotation are being requested and a written solicitation will NOT be issued. The Request for Quotation number is DCA100-97-Q-0040. The Request for Quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-42 (or latest). This acquisition is reserved exclusively for small business concerns and shall be set aside in accordance with FAR, Subpart 19.5. The Specific Make and Model Procurement is as follows: 340 copies of AT&T Secret Agent Encryption software with documentation to support GCCS and GCCS-T. Specific make and model required because it is the only known product approved by NSA for use in DOD classified environments, that allows a migration path to the DMS with Fortezza encryption cards. Delivery will be made to DISA/JIEO/CFCSE/JEXIF, 45335 Vintage Park Plaza, Sterling, Va 21066. The provision at FAR, 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must also include a completed copy of the provision at FAR, 52212-3, Offeror Representations and Certifications-Commercial Items. FAR, 212-4, Contract Terms and Conditions-Commercial Items; and FAR, 52212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, (b)(1) through (16), and (c)(1) through (5) also apply to this acquisition and must be included in the offer.
