The National Institute of Child Health and Human Development (NICHD) is planning to award a contract with Johns Hopkins University, Baltimore, Maryland, using other than full and open competition for measuring lipid levels in children on a ketogenic diet. The determination to use other than full and open competition was made in accordance with 41 USC 253 (c)(1) and is based upon the following factors: 1) Johns Hopkins already has a group of children who have been treated with ketogenic diets. These diets contain 90% of their calories from fat. About one-half of the children respond to the treatment and are maintained on the high fat diets for two years or longer. 2) Johns Hopkins has introduced about 90 patients to the diet in each of the past three years. The purpose of this synopsis is to determine whether there are other sources with the requisite qualifications to perform the work described above.
