B -- MEASUREMENT AND EVALUATION SUPPORT SOL CBD&&&97010002 DUE 021597 POC Contract Specialist, Steve Vanderlinden, FAX: (202) 283-1514 The Internal Revenue Service is seeking the services of an expert with extensive, in-depth theoretical and practical knowledge and experience in the fields of measurement and evaluation as applied to corporate, business and education environments, wih particular emphasis on psychometrics and the measurement and evaluation of training programs. The selected contractor will assist the IRS in a number of interconnected projects that involve development of data collection instruments, data collection, dat analysis and data based recording. Examples of these are the performance testing program, level I assessment of courses, indicator development and analysis, evaluation of program quality, and the examination of alternative testing vehicles. The selected contractor must have sufficient national recognition and qualifications to testify as an expert concerning the legal validity and soundness of IRS projects. Experience wih prior Government work of similar nature is highly desirable. Because frequent, shortterm consultations will be required, the selected contractor must be within one hour's driving time of the IRS offices in Crystal City, Virginia.
