BOUNDARY SURVEYS AT VARIOUS U.S. FISH AND WILDLIFE AREAS IN THE EASTERN
LOWER TWO-THIRDS OF THE STATE OF WISCONSIN SOL FWS3-97-RFP-35 DUE

612-725-3580, extension 277 The U.S. Fish and Wildlife Service, Region
3, Fort Snelling, Minnesota, is seeking the submittals of Standard
Form 254, "Architect-Engineer and Related Questionnaire," and Standard
Form 255, "Architect-Engineer and Related Services Questionnaire for
Specific Project," along with written expression of interest, and
information supporting the qualifications listed below. The service
being sought is the performance of land surveys for various properties
on National Wildlife Refuges, National Fish Hatcheries and tracts
being considered as additions to those entities. The services to be
performed will be in the Eastern Lower Two-Thirds of the State of
Wisconsin but the contractor may be required to perform services in
states adjoining the State of Wisconsin or the remainder of Wisconsin.
The resulting contract will be primarily for boundary surveys, but
will not be limited only to boundary surveys. The contract will be an
indefinite delivery-indefinite quantity type, not to exceed $100,000
per year. The term of the contract will be for a one-year period from
date of award, with four 1-year options to extend the term of the
contract at the Government's discretion. The services to be provided
include labor, equipment, material, services and supplies required to
complete land surveys, prepare reports and maps for acquisition, and
mark tract boundaries. This includes all necessary research, ground
control and reports. All record maps, record descriptions and recording
processes will be accomplished by the contractor. The following
criteria in relative order of importance will be used in the evaluation
of the surveying firms: (1) Professional qualifications of designated
staff to perform rural boundary surveys. (Includes licensing and
experience). (2) experience in performing boundary surveys on rural
properties in the Lower Two-Thirds of Eastern Wisconsin. (3) Past
performance on contracts with government agencies and private industry
in relation to cost control, quality of work and compliance with
performance schedules on rural boundary surveys. (4) Specific types and
amounts of field and office equipment available for this project.
(Computer-aided drafting capability is desired). (5) Location of the
contractor's office that will be performing the work. (Preference for
location is in the following descending order: (a) Firms located in the
Lower Two-Thirds of Eastern Wisconsin; (b) All other locations. The
qualification statement shall clearly indicate the office location
through which the work will be performed. Your submittals must be
received by the Contracting Officer no later than 3:30 p.m., (CST) on
