The Air Force intends to implement energy cost savings measures by evaluating the use of an Energy Savings Performance Contract (ESPC) to acquire contractor-owned contractor-operated Propane-Air Mixing Plant Emergency Reserve (PAMPER) systems to back-up the natural gas supplies at approximately 65 CONUS Air Force installations. This acquisition will be pursured using streamlined acquisition procedures authorized by the Energy Policy Act. Firms on the DOD Pre-Qualified Contractor List for 1997, interested in competing for this work should express their interest to the above listed contracting office within 15 days after publication of this notice. Those firms on the DOD Pre-Qualified Contractor List for 1997 capable of completing economic feasibility studies, designing, financing, constructing, owning, operating, and maintaining PAMPER systems are invited to respond. The Air Force intends to award four regional indefinite delivery indefinite quantity (IDIQ) contracts. Prospective contractors may pursue one, two, three, or all four regional awards. Regional divisions will generally follow a geographical breakout (Northeast, Southeast, Northwest, Southwest) with Air Force active and reserve installations being assigned to appropriate regions. The Air Force will issue a competitive Request for Qualifications to all Pre-Qualified firms that respond within the 15 day period. Those firms evaluated best qualified to compete for each regional contract award will be issued a Request for Proposal (RFP) and requested to propose on a PAMPER for one installation in each region of interest. The guaranteed minimum order for each regional contract will be one PAMPER which will be awarded at the time of contract award. (0013)
