Sources Sought synopsis. The following information is provided to do a
market survey of industry to see if there are any potential
contractors who have the skills and knowledge required to accomplish
the following effort. This acquisition is to provide complete KC-10
Aircrew Training Systems site operation, maintenance, and support at
Travis AFB, CA and McGuire AFB, NJ for four KC-10A Simulators, Two
Cockpit procedure trainers, Two Boom Operator Trainers and Two Cargo
Loading Trainers. It also includes the operation and engineering
support of a Training System Support Center (TSSC) and a Main Support
Center (MSC). The proposed acquisition is for one basic year beginning
1 Jul 98, with four additional one year options. There will be a 6
month phase in period with current contractor. Potential offerors
should be aware that a comprehensive data package (drawings,
specifications, wiring diagrams, etc.) will not be available until
January 1999. The aircrew training devices (ATDs) are split between the
two main operating bases. All ATDs will undergo extensive modifications
by HTI-Link through July 1998, with documentation deliverable by
January 1999. This effort includes: Pilot, Co-Pilot, Flight Engineer,
and Boom Operator Initial Qualification, Instructor Qualification,
Pilot Upgrade, Requalification, Refresher Training and Academic Ground
Training IAW MCR 51-1, Volume 10. The "Guaranteed Student" requirement
remains in effect throughout the term of the contract, which includes
the entire modification effort by HTI-Link. The contractor shall be
responsible for all ground retraining. Contractor shall maintain flight
simulators, cockpit procedure trainers, boom operator trainers and
cargo loading trainers. The contractor is responsible for integrated
logistics support, configuration management, data management,
engineering changes, courseware development and curriculum updates.
This effort also includes engineering support of the TSSC which
requires personnel, equipment, and data necessary to provide life cycle
software//hardware prototype support and configuration management for
the ATDs. Current tasks to be performed include: support for the KC-10
configured product baseline, software maintenance/modification, review
and impact assessment of weapon system Engineering Change Proposals and
Task Change Proposals, and configuration status accounting and
maintenance as a minimum. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources solicited may submit a bid, proposal, or quotation
