Management Command (MTMC) is seeking to identify potential sources and
their capabilities to provide transportation services for the movement
of privately owned vehicles (POVs) for military members and civilian
employees of the US. Government. This contract will succeed the current
pilot program (P5) contract for moving POVs between the continental
United States (CONUS) and Germany, and will be expanded to include
transportation of POVs between additional CONUS sites and Germany,
taly, England, and possibly Hawaii. MTMC expects to award a single,
firm fixed price contract for the movement of approximately 70,000 to
80,000 POVs annually. The contractor selected will assume all
responsibility and costs for receipt/delivery, processing, and
transportation of the POV from the point where the POV is received from
the customer to the destination where the POV is delivered to the
customer. The cntractor's responsibilities will include (1) operating
multiple vehicle processing centers (VPCs) in CONUS and overseas
locations (OCONUS) to receive/deliver customers' POVs, prepare POVs for
shipment, and ensure all necessary agriculture and customs clearnces
are accomplished; (2) arranging for and/or providing inland and ocean
transportation of the POVs between VPCs; (3) providing information on
the status and location of POV shipments as well as other program
information; and, (4) resolving POV loss and/or damage claims with
customers. CONUS VPC facilities are expected to be provided by the
contractor. Some OCONUS VPC facilities may be furnished by the
Govenment. MTMC expects to issue a formal solicitation in Apr 97 with
performance commmencing 1 Nov 97. Interested sources are requested to
submit a statement demonstrating their capability to perform the
responsibilities listed in items (1) through (4), above Responses are
limited to two pages and may include a description of the company and
its experience relative to the performance of this or similar services,
and must identify its business size and whether designated a Small
Disadvantaged and/or Women Owned Business. FAR 19.101 and FAR 19.102
define the size standards for small businesses. Standard Industrial
Classification (SIC) code 4731 has been deermined to be applicable to
