Service-Washington under authority of FAR 6.302-1, contemplates
negotiation with one source, LTC James F. Love, U.S. Army (Ret), 37
James Street, Falls Church, VA 22046. The proposed effort supports
research and analyses to better assess the training rediness of our
military for combat. The plan focuses on how to measure the training
performance of large multi-disciplinary and multi-Service teams and
units performing Joint Service tasks. The period will be for seven (7)
months. This notice of intent in not a Request for Proposals, though
any capability statements received within fifteen days after date of
publication of this synopsis will be considered by the Government.
Information receive will be considered to determine whether to conduct
a competitive acquisition. However, any determination to compete this
contract is within the Government's discretion. Interested concerns
