23665-2771 C -- A-E SERVICES FOR MAINTENANCE, REPAIR AND CONSTRUCTION PROJECTS AT
SITES AND LOCATIONS THROUGHOUT THE UNITED STATES AND OVERSEAS LOCATIONS

questions., duncank@acccons.langley.af.mil. Architect-Engineer services
are required for an Indefinite Delivery, Indefinite Quantity type
contract for design and construction inspection of various maintenance,
construction, alteration, repair and renovation projects. Work will
include, but not be limited to, design development of plans, drawings,
specifications and cost estimates for contract accomplishment,
studies, investigations and services. Required engineering disciplines
include civil, electrical, mechanical, architectural, and structural.
Geographic locations include various sites throughout the United
States, Puerto Rico, Columbia and Venezuela. The contract performance
period includes a basic year and one (1) option year. Total fees will
not exceed $750,000 for each year, with no individual delivery order
exceeding $299,000 and $5,000 in fees guaranteed for the basic year.
The successful firm is expected to have the capability to perform 80%
or more of the contracted services using their in-house personnel. In
order of importance, Architect and -Engineer evaluation factors
include: (1) Specialized experience in renovation, upgrade, repair and
construction of commercial and industrial facilities, to include
Siting and modifying Pre-engineered Metal Buildings, Soils and
Subsurface Investigation, Paving and Pavement Repairs, Drainage, Spill
Prevention, Fire Detection Systems, Exterior Perimeter and Entry
Control Lighting, Uninterruptable Power Systems, Power Distribution
(both primary and secondary), 400Hz Frequency Conversion, 100-400KVa
Generating Systems, Air Conditioning and Ventilation, and Corrosion
Control, mostly in humid, salt water settings. (2) Professional
qualifications necessary for satisfactory performance indicated by
education, experience, registration and management ability of personnel
to be assigned to this contract. (3) Capacity of the firm to accomplish
delivery orders in the time required during the entire contract period.
(4) Cost control effectiveness indicated by ability to design within
+/- 5% of the available fundson three projects bid within the past
year. (5) Location of the firm from Langley AFB, Hampton VA, in ranges
of: within 40 miles; between 40 and 100 miles; beyond 100 miles. 6)
Volume of work previously awarded to the firm by federal agencies, with
firms earning less than $500,000 in fees with most recent year
receiving highest consideration. (7) Minority ownership or involvement
in management and operations. (8) Experience of the firm with respect
to renovation and construction work on Department of Defense contracts
primarily, with less weight given to performance on contracts with
private industry. (9) Licensing or agreements to operate in the
following countries: Puerto Rico, Colombia and Venezuela. To be
considered for selection, firms must document the above qualifications
on Standard Forms 254 and 255. Provide all pertinent and relevant
information as described in Numbered Note 24. Two (2) copies of the
Standard Forms 254 and 255 must be received no later than 4:30 p.m.
