a sources sought synopsis. The following information is provided to do
a market survey of industry to see if there are potential contractors
who have the skills and knowledge required to complete this effort.
The ICBM System Program Office (SPO), Ogden Air Logistics Center, Hill
AFB, UT is planning a program for the decontamination of battery
chargers contaminated with Polychlorinated Biphenyl (PCB). There are
approximately 1000 battery chargers in existence with, currently, 115
known contaminated chargers in storage at HAFB requiring
decontamination. Assuming worst case scenario, there may be 1000
battery chargers requiring decontamination. Storage of all 1000
chargers is not required. These chargers are equipped with 3 to 6 PCB
capacitors that may or may not have leaked. The requirement is for the
contractor to remove all PCB capacitors and dispose of them in such a
manner to meet all Federal and State environmental regulations and
then decontaminate those chargers in which the capacitors leaked and
contaminated other internal components. Further maintenance, testing,
or checkout of the charger's performance is not required by the
contractor. Interested sources must submit concise and program specific
information to substantiate that they possess or are capable of
obtaining the knowledge, experience, and capability of decontaminating
this equipment to meet program objectives in accordance with
environmental rules and regulations without significant technical,
schedule, or cost risk. Potential offerers are requested to submit two
(2) copies of their response (limited to 30 pages) within 30 calender

purpose of determining whether to conduct a competitive procurement.
