Assistant Services at the U.S. Coast Guard clinic located at Alameda,
California to authorized beneficiaries from that area. This
solicitation will result in a personal services contract and medical
liability insurance coverage is not required. Contractor will work
weekdays during hours established by the Clinic Administrator, normally
a minimum of 40 hours per week, 800 hours maximum in the remainder of
base year and 2000 hours maximum in each of the option years, if
exercised. Period of performance for the base period will be 01 June
1997 through 30 September 1997 with two option years. The RFP will be
issued on or about 28 February 1997. This is a new requirement without
prior acquisition history. This procurement is a total Small Business
Set-Aside. All requests for this solicitation must be submitted in
writing (telephonic requests will not be accepted) and indicate small

code is 8049 and the small business standardis $5.0 million average
annual receipts for the previous three fiscal years. All responsible
sources may submit a bid which will be considered by this agency.
SPECIAL NOTE: For minority, Women and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
