Contracting Officer, 619-939-8176. The Naval Air Warfare Center Weapons
Division (NAWCWPNS), China Lake, California, plans to procure operation
and maintenance, improvement, modification and management of radar
systems, associated range test support systems, equipment and test
sites for the Electronic Combat Range and the Superior Valley Bombing
and Gunnery Range at China Lake, California. Secondary sites that may
be supported through this contract are the Land Range at China Lake,
the Sea Range and San Nicholas Island at Pt. Mugu, CA the White Sands
Detachment in New Mexico, and other off-site locations world wide that
have a mission or requirement connected to the mission of the primary
sites covered by these contracts. Support may include any range
consolidations that may occur during the life of the contract. The
Electronic Combat and Superior Valley Range Support includes, but is
not limited to, Test Operations, including engineering and systems
operations, system modifications and updates, system development,
testing, validation, and integration, configuration and documentation
management, electronic fabrication, and system analysis, hardware and
software of radar spotting, tracking, fiber optic, communications,
computer data transfer, video, audio, air traffic control, electronic
warfare, command control, global positioning, telemetry, data
collection, analysis, simulation, display, plotting and reporting, bomb
scoring, targets, and calibration systems and subsystems. Test Site
management includes, but not necessarily limited to, quality control
and assurance, test management and coordination, air traffic control,
range cleanup, weather observation, and target fabrication. The
contract will also provide for any increased effort in the areas of
radar and laser systems, metric and time-space-position information
(TSPI) systems, and telemetry systems to any site within the Pacific
Range and Test Facilities. This requirement will be a competitive
set-aside for 8(a) business concerns. No foreign owned, controlled, or
influenced companies will be allowed to participate. The one year with
four one-year options contract will be a cost plus award fee,
indefinite delivery, indefinite quantity type contract using best value
source selection. The effort is scheduled to begin 1 October 1997. Top
Secret facility and personnel security clearances of secret and top
secret will be required. All responsible sources may submit an offer
