S. institutions of higher education, other than federal government, with degree-granting programs in science and/or engineering, or by consortia led by such institutions ("universities")." This requirement is now deleted. Consequently, another statement, "Non-academic not-for-profit organizations and non-DoD federal organizations may participate in the academic institution's proposed effort. However, they may not receive funds awarded through this FY97 NURI competition." is also no longer applicable and is deleted. As a result of the change, the due date for white papers is extended to 21 January 1997. Complete proposals are still due not later than 4:00 p.m. EST on Tuesday, 18 February 1997.
