A -- DATA AND ANALYSIS CENTER FOR SOFTWAR SOL SP0700-97-R-0601 POC Jane Botchie, DSCC-PLI, P.O. Box 16704, Columbus, OH 43216-5000 This solicitation is for the establishment and operation of DoD Data and Analysis Center for Software (DACS) to be awarded for a three (3) year period with option to extend for one additional two (2) year period. The DACS supports the devel- opment, testing, validation, transitioning of software engineering technology to the defense community, industry, and academia. DACS subject areas encom- pass the entire software life cycle (requirements definition, design, coding, inte- gration, testing, and post-development support) and include software engineer- ing methods, practices, tools, guides, standards, and acquisition management. Also included are programming environments and language techniques, software life cycle development, software failures, test methodologies, software quality metrics and measurements, software reliability, software safety, cost estimation and modeling, standards and guides for software development and maintenance, and software technology for research, development, and training. The effort will require collection, analysis, management, and dissemination of data and in- formation concerning all facets of software engineering and software technology. The effort will also include: developing and updating existing databases; collecting and distributing empirical data that supports software technology development; maintaining current technology information cases of technical reports, research papers, conference proceedings, etc.; performing technology assessments, state-of-the-art reviews and dataanalyses; providing bibliographic and technical information; and providing engineering and technical expertise to assist DACS users with the use and transition of software technology and the solution of software engineering problems. The contemplated service requires the successful offeror to provide all labor, materials, facilities and equipment necessary for the operation and development of the DACS. Offerors must pro- vide the DACS with: a) experience and understanding of software engineering and software technology R&D; b) familiarity with the operation of an Information Analysis Center; c) experience in software data analysis and information management. Primary users are scientists, engineers, and technicians engaged in scientific and engineering programs for DoD. Other users include other U.S. Government Agencies and their contractors and the Private Sector consistent with security and other limitations on the Center's information. The contractor who operates the center will employ a full-time resident staff, knowledgeable in the subject areas and in those disciplines related to the operational requirements of the center. Sources must have the capability of a full-service Information Analysis Center with immediate access on a part-time as needed basis to scientific and engineering expertise in the range of subjects and disciplines within the Center's scope of work and whose experts' primary assignments are research and development in the required disciplines.
