The Jet Propulsion Laboratory/California Institute of Technology
(JPL/CIT), operating under a prime contract with the National
Aeronautics and Space Administration (NASA), seeks to determine the
interest of potential proposers for the planning, design, and
construction of a 1-m class telescope, with support facility, at JPL's
Table Mountain facility in Wrightwood, CA. Primary functions of said
telescope are: (1) Optical communications to Earth-orbiting and
deep-space laser bearing satellites; and (2) Astrometry of faint stars
and asteroids. JPL contemplates that the telescope must: (1) Track at
up to 2 dg/sec; (2) Tracking accuracy ~1 microrad down to 75 degrees
zenith angle; (3) Operate within specification in winds up to 40
m.p.h.; (4) Support ~40 kg instrument package as Cassegrain focus; (5)
Allow fiber/diode laser transmitter assembly to be coaligned with
telescope receiver package; (6) Laser coupling through Cassegrain,
coude or mirror support structure; (7) Configuration must allow for
transmitter/receiver propagation beam isolation; (8) Operate over
wavelength range 300 nanometers to 2,500 nanometers; (9) Have wide FOV
finder telescope attached and be boresighted to main telescope; (10)
Mirror coatings must have low absorption from 300 nanometers to 2,500
nanometers withstand open air, daytime and nighttime operations; (11)
Recoating should be no more than once every 24 months; (12) Allow wide
(~1 degree flat field); and (13) Image quality must be stable and
reproducible to within seeing disk. Written expressions of interest
should be submitted no later than 1/31/97 to: JPL, Attn: Dr. Keith

Such expressions of interest should include a description of the
interested party's qualifications. Prospective contractors are advised
that any information provided shall be deemed to be furnished within
unlimited rights to JPL. The Laboratory assumes no liability for the
disclosure, use or reproduction of such data. It is emphasized that the
requested information is for preliminary planning purposes only and
does not constitute a commitment, implied or otherwise, that JPL will
solicit you for such a procurement in the future. Neither JPL nor the
Government will be responsible for any costs incurred by you in
