of Transportation (SDDOT) is soliciting Statements of Interest from
consulting engineering firms for the design of a US Highway 16 bridge
to span Hell Canyon approximately 20.9 km east of the Wyoming State
line in Custer County, South Dakota. This project is federally funded
through the Federal Highway Administration. The proposed bridge
location is on a new alignment of US Highway 16 crossing picturesque
Hell Canyon near Jewel Cave National Monument in the Black Hills of
South Dakota. The proposed alignment locates the two lane (12 m width)
roadway bridge deck approximately 112 m above the canyon floor and
requires the structure to span approximately 640 m across the canyon.
There will be separate grading, bridge and surfacing projects to
complete this 9.5 km segment of highway. This Statement of Interest is
for the bridge project only, and includes preliminary engineering and
plans preparation. Currently, the bridge project is programmed for
early FY 2000. The SDDOT will be responsible for field survey,
geotechnical investigation and environmental studies. The Consultant
will be required to provide the following engineering services: Phase
1 -- Bridge type study including preliminary designs, layouts and cost
estimates for alternate structure types to allow a comprehensive
evaluation of alternatives with respect to economy, aesthetics and
impact to the site. Phase 2 -- Final design and plans preparation for
the selected alternative. This is a request for Statements of Interest
only. The SDDOT requires that the Consultant submit a copy of a
current GSA Standard Form 255. In addition, the consultant must include
information that describes the firm's previous experience with similar
projects, particularly long span high profile type structures in
environmentally sensitive locations. Identification of the proposed
design team members, including specific team member experience with
projects of this type, is helpful. A minimum of two equally qualified
bridgedesign engineers is required for SDDOT bridge design. SDDOT will
invite proposals from a short list of those responding to this
Statement of Interest that appear to be the most qualified. The firm
selected from the short list shall have a Certificate of Authorization
to practice engineering in the State of South Dakota at the time of
contract signing. The SDDOT will afford equal opportunity to all those
