The 45th Space Wing is analyzing the possible conversion of the government-operated education services function in accordance with OMB Circular A-76. Release of the solicitation is anticipated in mid-1997. Some form of fixed-price contract is contemplated with a one-year basic period plus four or five option years. The applicable SIC code and size standard for this acquisition are 8299/$5M. Firms must provide experience in the form of an outline of projects for specific relevant work completed or currently being performed including contract numbers, description of work, points of contact with phone numbers; facility and personnel clearances; professional qualifications and specific experience of personnel identified to perform the work, and any other pertinent information which would enable the government to assess each firm's capabilities. Replies to this survey must be received no later than close of business on 30 Jan 97. Firms must (1) state whether they are a large or small business based on the size standard above, and (2) indicate if a small disadvantaged or woman-owned business, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI). The government reserves the right to set the acquisition aside for small businesses, 8(a) firms, or HBCUs/MIs based on the responses received.
