LANE (PAL) AND SECURE ELECTRONIC NETWORK FOR TRAVELERS' RAPID ECTION

Street N.W. Room 2208, Washington, D.C. 20536. The Immigration &
Naturalization Service (INS) intends to procure investigative services
in support of the Secure Electronic Network for Travelers' Rapid
Inspection (SENTRI) Program and Pre-inspected Automated Lane (PAL). INS
has a requirement to establish enrollment centers for each of the new
Dedicated Commuter Lanes. This solicitation will address the immediate
need for contract staff to assist INS at the enrollment center for the
San Clemente "Pre-inspected Automated Lane" and the potential for
additional enrollment centers as needed by the INS at other sites.
Congress has stipulated that a commuter lane be implemented at the San
Clemente checkpoint in San Clemente CA. In support of the effort, an
enrollment center will be established in the Oceanside/San Clemente,
Ca. area where interested applicants from the general public can go and
apply to participate in the program. As part of the enrollment process,
a check will be made into the background of the applicants using INS
and other law enforcement databases. The Contractor staff will be
required to: Answer inquiries regarding PAL, disseminate PAL
applications to the general public, process and interview applicants,
conduct limited background investigations on the applicants, issue PAL
identification card and replace missing or damaged cards as needed,
provide performance reports to the US Government agencies associated
with PAL, coordinate installation of transponder tags on the
applicants' vehicles after successful completion of a background check,
and make recommendations concerning the suitability of program
applicants to INS or Customs representatives. Contractor staff must be
experienced in the process of performing background checks and be U.S.
citizens or Legal Permanent residents residing in the United States for
at least five years. Background checks and security clearances will be
performed on all individuals assigned to perform under the contract.
The INS intends to release a solicitation on or about January 28, 1997.
The contract willbe issued with a base year and four option years. This
synopsis shall be the only notification issued of this solicitation.
