The National Park Service is seeking interest from prospective bidders to perform work for Fort Sumter National Monument in Charleston, South Carolina. The work covered by this notice is the first phase of construction of a visitors' facility and boat dock (collectively, the tour boat facility) to serve as a departure point from the mainland of Charleston to Fort Sumter in the Charleston harbor. -- The site of the tour boat facility, known as Dockside II, is located within Charleston, South Carolina, at the eastern end of Calhoun Street between Concord Street and the Cooper River. The site is partially submerged lands underlying the Cooper River; the upland area of the site consists largely of fill materials, the exact nature of which are unknown. Soil, groundwater, and sediment at the site are contaminated with various heavy metals and polycyclic aromatic hydrocarbons (PAHs). The source of contaminants appears primarily, if not exclusively, to be off site on adjacent property. Historically, shipbuilding and other industrial activities occurred on site and these operations have left behind considerable subsurface debris at the site, including, without limitation, creosote pile timbers and large amounts of concrete or rock. -- The tour boat facility will be installed on pilings. Some pilings will be within tidal (underwater) and subtidal (intermittently underwater) portions of the site. In order to undertake this, construction debris will have to be removed from the site and a contaminant containment system will likely have to be installed to minimize the potential for releases of contaminants to the environment. This containment system will likely include a silt curtain, timber lagging wall separating tidal and subtidal areas, and a blanket of sand over sediments, although the exact design is not yet final. Because of the presence of contaminants, work will have to performed in compliance with a site health and safety plan to be provided as one of the contract documents. -- The phase of work covered by this notice includes: (1) installation and maintenance of the containment system; (2) performing environmental monitoring and undertaking response to releases if necessary; and (3) driving of piles necessary to support the future installation of the boat dock. This work is the first phase of a three-phase project. The solicitation for the first phase will be issued in April 1997. Future phases will include the construction of a dock, visitors' facility, and associated site development. -- This is a competitive negotiation procurement, requiring submission of both a technical and cost proposal. Since technical factors are more important than cost, award may be made to other than the lowest cost offeror. Type of contract contemplated is cost-plus-incentive fee or cost-plus-award fee.
