DATA/SECURITY MANAGEMENT. The Air Force Development Test Center, Joint
Munitions Test and Evaluation Program Office (also known as Project
CHICKEN LITTLE), is planning to award a contract to provide Data and
Security Management. This requirement will be a small business
set-aside under Standard Industrial Classification (SIC) 8711; the
applicable size standard is $20.0 Million. The Data and Security
Management requirement consists of: Complete database maintenance and
operation of target vehicle parts and configuration in support of
on-site (Eglin) and off-site testing at locations throughout the CONUS;
complete management of data collected during testing to include
cataloging, storage, reproduction, distribution, and archiving; and
security management for acquisition efforts and classified materiel
operations. Testing will consist of non-destructive and destructive
testing using a fleet of foreign and U.S. military vehicles in
operational configurations and related fixed target support to aid the
evaluation of seeker/sensor systems, munitions warheads, complete
weapon systems, and related uses of such targets. Contractors
responding to this synopsis must either have or demonstrate the ability
to have security clearances up to the TOP SECRET/Special Access
Required level at the time of contact award. Facilities and equipment
including office furniture, telephones, faxes, storage areas, and
security containers will be provided by the Government in support of
the performance of this effort. Data reproduction equipment for video
tapes, digital audio tapes, and magnetic disks will be provided by the
Government; the balance of reproduction equipment must be provided by
the successful offeror. Occasional travel is contemplated in support

Commander to hear offerors' confidential concerns, if any, regarding
this acquisition. His purpose is not to replace the technical staff or
contracting officer, but to serve as an honest broker and communicate
any contractor concerns, issues, disagreements, and recommendations to
the appropriate government personnel. The Ombudsman should only be
contacted with issues or problems that have been previously brought to
the attention of the Contracting Officer and could not be
