ROCKET PROPULSION TECHNOLOGY (IHPRPT) ACQUISITION In 1996, the
Integrated High Payoff Rocket Propulsion Technology Program (IHPRPT)
started its first year of a fifteen year program. IHPRPT is a
tri-service (Army, Navy, Air Force)/NASA program to "double rocket
propulsion capability by the year 2010." IHPRPT was established to
strengthen the technology base of the U.S. military, civil and
commercial rocket propulsion programs through the development of
advanced, innovative rocket propulsion technology. The achievement of
the IHPRPT time phased rocket propulsion technology goals, once
transitioned to flight systems, is to fulfill the U.S. rocket propelled
system performance, operational, and cost requirements for tomorrow.
The IHPRPT procurement for programs starting in FY98 will be executed
by the Phillips Laboratory at Edwards AFB. Early industry involvement
is sought to improve the understanding of Government requirements,
thereby enhancing the Government's ability to obtain quality products
and services at reasonable prices, and increase the efficiency in
proposal preparation, proposal evaluation, negotiation and contract
award. Representatives from the Phillips Lab Propulsion Directorate and
the Edwards AFB Contracting office will present preliminary information
on the new Program Research and Development Announcement (PRDA) topics.
The following issues will be covered: Results from the FY96 IHPRPT PRDA
Survey to Industry Technology for the Sustainment of Strategic Systems
Programs International Cooperative Project in Hybrid Propulsion for
Tactical Missiles Funding Issues for FY98 New Starts Procurement
Schedule Advanced Rocket Propulsion Plan (ARPP) Update Issues The
meeting will be held at the Radisson Plaza Hotel at Mark Center, 5000
Seminary Road, Alexandria, VA (703 845-1010) on Thursday, 30 January,
1997 starting at 8:00 am. Although this meeting is open to all
interested organizations/individuals, please be advised that
contractors who have not previously been associated with the IHPRPT
program should be aware of the following: The IHPRPT program will
involve technology acquisitions that have military or space
applications and are subject to Air Force Material Command FAR
Supplement, Section 5393, Foreign Disclosure Reviews. In addition, it
is envisioned that foreign owned or influenced firms and foreign
governments will not be allowed to participate as prime contractors.
Only U.S. contractors who are registered and certified with the Defense
Logistics Services Center (DLSC), Federal Center, Battle Creek,
Michigan or who are teamed with one of the registered contractors will
have access to future restricted information which may contain key
data for certain projects, such as parameters or baselines. Although
not mandatory, it is highly recommended that a prospective offeror have
either a government coordinated ARPP, or develop an ARPP prior to or in
conjunction with responding to a Government IHPRPT acquisition (RFP or
PRDA), or have a documented working relationship with a company
possessing a government coordinated ARPP to ensure IHPRPT relevance of
any proposed technology. The ability to show how a proposed technology
will contribute to the demonstration of the IHPRPT goals is a mandatory
evaluation criteria for all IHPRPT acquisitions. All contractors who
