The contracts will be for 1 year, beginning October 1, 1997, and includes one two-month and one one-month option periods as well as one bilateralone (1) year option period. Resultant contracts will be requirements type contracts. The contracts are solely for the movement of passengers and are usedby almost all federal agencies and various other authorized users. They do not require travel agent services and do not include any role for travel agents. Air carriers who are not currently approved by the Department of Defense (DOD) must, prior to award, have appropriate federal aviation agency certification, have adequate insurance and be approved by the DOD based on successful completion of a technical safety evaluation including an on-site survey (AUDIT) by the DOD. Carriers who are otherwise eligible must also participate in the civil reserve air fleet (CRAF) program.
