publication 1/14/97, contained a wrong return date in this text. The
return date contained in this text is correct (February 18, 1997). The
project consists of furnishing all labor, materials, and equipment
necessary for removal of asbestos-contaminated dust and
asbestos-containing materials in the Fifth Floor Loft area (456' x
368') of the Philadelphia, PA Processing & Distribution Center. Also
included is the protection of workers and occupants of the building or
area, or both, from contact with airborne asbestos fibers during the
length of this contract. The work also includes the disposal of the
generated asbestos-containing and contaminated materials. More specific
operational procedures will be outlined in the Asbestos Hazard
Abatement Plan called for elsewhere in the technical specifications.
Provide full containment techniques as outlined in the technical
specifications. The asbestos work includes the removal and disposal of
the following asbestos-containingand contaminated materials: (1) Clean
up asbestos contaminated dust from all surfaces in the loft space; (2)
Remove asbestos-containing pipe and pipe fitting insulation; (3)
Remove asbestos-containing pipe fitting insulation on piping insulated
with fiberglass; and (4) Construct air-tight, fire resistive barrier
over openings to identified pipe/duct chases and wall openings.
Contractor shall decontaminate all surfaces in the loft area including,
but not limited to, walls, ceilings, ducting (insulated and
uninsulated), conduit, cable, cable trays, wiring, piping (insulated
and uninsulated), floor (actually is the top of the 5th floor plaster
ceiling, including the metal support system), beams (wood/metal), loose
debris/materials (i.e., lumber, metal ducting, piping, brick/block,
etc.) lookout galleries, cat walks, etc., that can be decontaminated
may be disposed of as regular waste. Debris that cannot be
decontaminated (i.e., plaster, rugs, fiberglass, etc.) shall be
disposed as asbestos waste. Offeror must have a minimum of five (5)
years experience in asbestos abatement and must have satisfactorily
completed at least three (3) projects of similar size and scope. The
asbestos abatement contractor must work in conjunction with other
contracted work in and around the loft area. Issue date is January 15,
1997, and return date is February 18, 1997, at 4 p.m. The estimated
cost range is between $450,000 and $700,000, with a construction
completion date of 90 calendar days after receipt of Notice to Proceed.

901/747-7408). A preproposal conference is scheduled for Thursday,
January 30, 1997, at 9 a.m., Room 580, 2970 Market Street,
Philadelphia. A walk-through will take place immediately thereafter.

and specifications for this project is $45 per set, nonrefundable. Be
sure to reference the subject solicitation number on your request. If
you desire plans for this project, please send your request, along with
your fee remittance made payable to the USPS Disbursing Officer,
addressed to the United States Postal Service, Facilities Service
Office, Attention Bettye Perkins, 225 N. Humphreys Blvd., Fourth Floor,
Memphis, TN 38166-0300 (901/747-7628; FAX 901/747-7408). To expedite,
FAX a copy of check or money order before mailing. If FAX is received
before 1 p.m. on a given day, the plans and specs will be mailed that
day via two-day priority mail. If you wish them overnighted, send
additional $15 for each set. Plans will also be available for your
inspection at the following locations: 1. Plant Manager, Philadelphia,
PA 19101-9998; 2. Local Plan Rooms; and 3. F.W. Dodge, Inc. This is a
negotiated procurement, therefore, offers will not be publicly opened.
