proposal (DRFP) FA0021-97-R-0001 will be released for industry comment
on/about 25 Feb 97. The DRFP is for up to 13 air-transportable
(tie-down/sling points) trailers to enhance the rapid deployment of the
Textron-manufactured mobile microwave landing system (MMLS). This
requirement was first described in the market survey draft
specification dated 19 Dec 96. As a result of the market survey this
requirement will be solicited as a competitive total small business
set-aside under SIC Code 3715. The MMLS is a lightweight,
transportable, ground-based precision guidance approach system that
provides a Cat II landing capability for aircraft equipped with MLS
avionics . Trailer mounting must not degrade the ability of the MMLS to
meet its system requirements. The design must protect an assembled MMLS
on the trailer bed during both transportation and operation, reduce
field setup time to within 5 minutes with minimum lifting and
attachment of components by field personnel. Trailer should offer
levelers and locking down during field setup; dual mounting that allows
the four generators to be removed from the trailer in the field if
required; antenna fold down; must provide a roll on roll off
capability; be air-transportable by cargo aircraft (C130, C141, C5,
C17, UH47, and CV 22) and on the ground with a ball or pintle hook
compatible with a tow vehicle (HMMWV or ATV Quad); offer collocated or
split site siting option The trailer must be capable of being
separated for deployment in a split-site configuration for system
equipment that must be separated by some extended distance. Trailer
must provide shock and vibration protection for the MMLS during
transportation, including during towing conditions over paved and
unpaved surfaces when towed at 55 mph. There are no drawings or
technical data package for this trailer. Respondents will be required
to provide a design/drawings for a technical solution. Award will be
based on best design for cost. Respondents to the market survey will be
mailed a copy of the DRFP. All other offerors may request a copy of the
DRFP. Firms shall indicate whether they are or are not a small or small
disadvantaged business concern as defined in FAR 52.219-1 and 52.219-2;
whether they are a manufacturer or dealer/distributor; and affirmation
that neither the requestor nor its principal corporate officials and
owners are currently suspended, debarred, or otherwise ineligible to
receive contracts from any Federal agency. Failure to so represent will
be grounds for refusing the request.. Telephone requests will not be
