secure required information services in support of CDC's prevention
efforts, in particular those within the National Center for HIV/AIDS,
STD and TB Prevention (NCHSTP) the purpose of this notice is to,
pursuant to Federal Acquisition Regulation (FAR) 5.201 notify
interested small business organizations of the Government's intention
to award a single cost plus award fee type contract to provide the type
and degree of services required by the Government in this area. The
estimated period of performance is a basic twelve month contract period
with four twelve month option periods, to be exercised at the
Government's unilateral discretion. The SIC code for this activity is
7375 and the size standard is $18 million. Work to be performed under
a resultant contract will be manifested in the form of core
requirements dealing primarily with information services support of
NCHSTP mission objectives, as well as though the issuance of individual
task orders supporting a limited range of other CDC information
services requirements. More specifically, the successful contractor
shall be required to provide the following services: I. CORE
REQUIREMENTS 1. Establishment and maintenance of computerized databases
Development and maintenance of appropriate HIV/AIDS, STD, TB or vaccine
preventable disease prevention information in the form of databases
through the use of personal computers maintained within a PC based
Local Area Network which is dial-in accessible. These databases, which
may range upwards of 20,000 records, must be updated on a constant
basis and require coordination with community based organizations,
state health departments, and other priority organizations from which
useful and appropriate information would be sought. Capacity to access
and utilize off-site databases (both Governmental and private-sector
based) must be also maintained. 2. Reference and Referral Services
Reference support through the use of a system utilizing both trained
individuals and on-line information resources through which requesters
can identify and access (and/or download) information from established
databases or through separate research. All reference and referral
services must allow for the receipt of both electronic (on-line service
or fax), as well as telephonic (including TDD services for the hearing
impaired) inquiries and shall be developed and maintained to respond
in appropriate manner. Requests to reference specialists shall be
tracked by nature of request, geographic location (including area and
zip code), date, and type of requestor (individual or organization),
and make referrals to other organizations or resources as appropriate.
Telephone access to all services shall be through telephone lines
acquired by the Government through the FTS 2000 system. 3. Inventory
and Publications/Materials Distribution A broad inventory of materials
generated and/or approved by the Government must be maintained and a
system to efficiently distribute such must be developed and utilized.
The distribution system must assure that all orders for materials be
fulfilled within 5 working days of receipt of the order regardless of
its means of transmission (fax, letter, phone call). Accommodations
shall be made to handle automated ordering from the CDC HIV/AIDS and
STD Hotlines, as well as other Government information systems. 4.
Networking, Marketing, Training, Technical Assistance, Document
production CDC will require the development and implementation of a
plan to market the information and services maintained under contract.
The plan shall include recommendations and identification of training
and collaboration opportunities with key international, national,
regional, and local organizations with whom contact and coordination
would enhance the efficacy and efficiency of the collection and
dissemination of critical CDC information and/or materials. Areas of
assistance emphasized will include the development of on line resources
through which information can be disseminated including but not limited
to those developed for use on the WWW as well as training initiatives
designed to encourage and facilitate use of on-line services and
utilization of other information resources maintained under contract.
In concert with marketing efforts identified above, the Government will
require the establishment and/or maintenance of certain mailing lists
(including electronic addresses) in order to facilitate distribution of
crucial information and/or materials to key partners and
constituencies. The successful offeror shall be required to develop and
produce materials (in both written and electronic versions) materials
which help clientele identify, access, and utilize information,
materials and resources dealing with specific issues, or audiences. II.
TECHNICAL REQUIREMENTS The contractor shall utilize a Local Area
Network (LAN) based system for establishing, maintaining and accessing
all relevant databases and for providing access to information
produced and made available through the CDC. The system must be
compatible and provide interface with established CDC local area
networks (e.g., HIVNET), other CDC or HHS established networks and
systems (e.g., PC Wonder, Epi Info, etc.), as well as other electronic
information systems and networks. The system will be designed in such
a manner as to provide multiple methods of access, including NAC
On-line (a limited access Electronic Bulletin Board), the Internet,
World Wide Web, etc. All databases, unless otherwise specified, shall
be accessible through the system. It is CDC's policy that successful
offerors shall possess equipment necessary to establish, maintain, and
operate required systems and that the cost of such is not a direct
cost to the Government. Organizations must demonstrate that they have
access to the equipment necessary to establish, maintain and operate
the systems/networks required and be fully operational within two
months of contract award. To accommodate the diverse organizations
sponsoring contract activities, the successful offeror shall be
required to precisely track and report user and expenditure information
segmenting such data as required by the Government. The scheduled issue
date of this solicitation is approximately March 3, 1997 with proposals
due within sixty (60) days of the release date. All responses should
