contract in the 3rd qtr of FY98 for operation of a Government Owned,
Contractor Operated (GOCO) Logistics Support Facility (LSF) which is
located in Albuquerque NM, and supports the Commander-In-Chief (CINC)
Mobile Alternate Headquarters (CMAH) program. The CMAH Program Office
is responsible for management and support of the Mobile Consolidated
Command Center (MCCC) systems. These systems are configured as mobile
survivable back-up Command, Control, and Communications centers for
fixed primary facilities employed by Commanders- in-Chief(CINCs) of US
Strategic Command and US Space Command. The MCCC's mission is to
provide an enduring mobile command center from which to operate during
the tran-and post-attack phases of a nuclear attack agains the
continental United States. The MCCC systems consist of a series of EMP
hardened shelters mounted on semi-trailers. Depending on the site
configuration, these shelters may be joined in pairs to provide
functional workspaces for the command element, war planning,
intelligence, and communications capabilities. An RF cable distribution
system provides the internal communications capability for voice
(telephone and radio), serial data, and Ehernet local area networks
(LANs). Communications systems include various land line connections,
HF radio, VHF/UHF radio, AFSATCOM, and MILSTAR terminals. Finally, a
group of trailers and vehicles support the system. These include supply
trailers, fuel and water tankers, HVAC systems, and Reverse Osmosis
Water Purification Units. This contract will establish a long term
relationship between the Government and the prime contractor. Under
this contract, the contractor will assume reponsibility for operating
the LSF. The LSF provides a broad range of support for CMAH program
activities. The core services include: System Engineering Software
Engineering and Maintenance Configuration Audits, Accounting and
Reporting Engineering Data Service Center Management R&M Modification
Development/Integration Operational Test Support Integrated Logistics
Support Planning/Development Technical Order Development and
Maintenance Component Repair/Procurement Wholesale Distribution and
Storage Programmed Depot Maintenance of Systems and Subsystems Security
Management Facility Management During any annual performance period
there are unpredicted tasks which generate contract support
requirements. These tasks generally include system upgrades and
integration to add or improve MCCC mission effectiveness. These tasks
are generated and ordered under the contract separately from the core
work on an "as needed" basis. Additionally, during the term of this
contract, there are planned modifications and upgrades which could
involve a major restructuring to the MCCC platforms. These include
replacement of the existing digital communications backbone,
communications antenna signature reduction, power generation and
distribution system replacement, and an EMP vehicle replacement
program. These tasks, if approved and funded, will require the full
range of system development, testing, and integration services;
including system security accreditation and full scale operational test
and evaluation. These tasks also would be ordered under the contract
seperately from the core tasks. This acquisition is being processed in
consonance with the Federal Acquisition Reform and Federal Acquisition
Streamlining Acts (FARA and FASA). The government intends to grant the
contractor maximum flexibility in program management while maintaining
clear insight into all aspects of cost, schedule, and technical
performance of tasks related to this effort. Management systems, in the
form of military standards and specifications are not imposed and data
requirements are minimized to those required by statute. The
contractor selected to operate the LSF must demonstrate mature business
and technical management practices which exhibit a solid corporate
commitment to quality excellence. This synopsis is for information and
planning purposes only and does not constitutea Request for Proposal.
Only interested sources who can fulfill the role of the LSF operator
are requested to submit their responses with appropriate capability
information. In order to be considered a potential source, interested
parties must submit a clear, concise, and complete capability statement
to the contracting officer. At a minimum, interested parties must
detail experience in the above areas and fulfill the following
qualifications: 1) TOP SECRET security clearance and Sensitive
Compartmented Information (SCI) eligibility for employees 2) GOCO (or
similar private facility) operation experience 3) Weapon system
responsibility at this range and scope 4) Air Force technical and data
management system interfaces for logistics 5) Broadband LAN data
systems (ChipCom Corp 10 broad 36 implementation) experience Interested
contractors are requested to submit a Statement of Capability (SOC)
that demonstrates their capability to assume operation of the LSF and
perform the required support tasks. The SOC shall be unclassified and
the information should be pertinent to, and identify the offeror's
qualifications and capabilities, as related to the requirements and
technical effort indicated above. The SOC should also address: 1) Type
pricing arrangement preferred (e.g., Fixed Price, Cost Reimbursement
with Award or Fixed Fee, Time and Materials) 2) Types and range of data
desired in the bidders reference library 3) Enumeration of the types of
tasks that cannot be performed or tasks that could be added to a
potential solicitation 4) Bidders' conference/industry day prior to
release of a draft RFP 5) Previous approaches regarding incomplete
system documentation 6) List of previous experience; include, but do
not limit to, government contracts with similar levels of support.
Include program name, government agency or company name, dollar value,
and brief description of work scope. The SOC is limited to 10 pages
and must be received no later than 28 Feb 97. Do not include
advertisement brochures. Do provide a point of contact; include name,
mailing address, phone number, fax number, and e-mail address. Replies
received later than 28 Feb 97 may not be considered. SOCs will be
screened and only prosective sources successfully fulfilling
requirements of the planned contract will be considered for
solicitation. Any concerns or issues relative to this procurement

bidders offerors. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

The purpose of this announcement is to obtain industry comments for the
development, testing and production of the subject item as specified in
the Engineering Specification and Statement of Work. A delivery
estimate is also being requested. Small Business participation is
encouraged. Requests for copies of the Specification and Statement of
Work should be received by the issuing office not later than 10
calendar days after release of this notice. This request is for
