conducting an effort to convert from the Associate Contractor concept
of weapons system life cycle management for the Minuteman and
Peacekeeper weapons systems, with the government as the integrator; to
a single prime contractor responsible for weapons systems integration,
assessment and sustainment, excluding depot level maintenance and
repair. A draft Request for Proposal (DRFP) will be issued
approximately 15 Jan 1997. Interested parties can access the DRFP

has waived the Organizational Conflicts of Interest clause in the
current TRW-ICBM contract. A mitigation plan outlining how TRW will
comply with FAR 9.505, as well as a government surveillance plan is
being negotiated. The proposed plan to mitigate use of proprietary data
or source selection information levies restrictions on participation of
TRW's proposal team as well as movement and communications between the
TRW SE/TA personnel and TRW's proposal team. Additionally, the plan
addresses the use of: 1) training of TRW personnel; 2) written conflict
of interest agreements with employees and ; 3) provisions for
disciplinary actions. The government team assigned to work this
acquisition will be government employees only. SE/TA participation will
not be used. The government team has been, and will continue to be,
physically separated from the rest of the SPO, including all TRW SE/TA
personnel. The scope of ICBM management work associated with this
effort includes: 1)systems engineering; 2) sustaining engineering; 3)
future weapon system modifications, and contracted repairs, and 4)
GRP/PRP efforts. The SPO is seeking contractors interested in bidding
on this effort. To be considered a viable candidate, respondents shall:
1) demonstrate in-depth knowledge of, and experience with, ICBM systems
and sub-systems; 2) have prior experience in sustaining ICBMs through
logistic and engineering activities; and 3) have recent experience with
the integration of weapon systems. Known potential candidates include:
Alliant Tech Systems, Boeing, Boeing North American, Lockheed Martin,
