Pre-solicitation -- The National Institutes of Health plans to solicit
construction services for the expansion of Building 11 on the NIH
campus. The contractor(s), as a minimum will be responsible for a
Building addition consisting of approximately 7644 square meters. The
expansion consists of: two (2) levels below grade, a high bay chiller
area at grade and a two (2) story office/shop area. Site work for
placement of the building to include relocation/addition to sanitary
water, storm water, steam, chilled water supply and return, electrical
and communications. Tunnel connection (approximately 80 meters) for
Building 11 expansion to the campus tunnel system will be constructed
15 KV service for the expansion will extend from Building 46 west
substation. Transformers and switch gears shall be provided for the
equipment. Installation of chillers 22, 23, and 24 and all associated
auxiliary equipment with a total capacity of 15,000 tons. Installation
of secondary variable speed pumping system, installation of a 10,000
ton free cooling for winter operation and asbestos abatement and lead
paint removal. This project will have three (3) options, which will be
implemented pending availability of funds as outlined: Option 1:
Provide Chiller 25 with a total capacity of 5,000 tons, Option 2:
Provide ozone water treatment for cooling towers 22, 23, and 24, Option
3: Provide ozone water treatment for cooling tower 25. Firms shall have
a minimum of 10 years experience in the type of work outlined above.
The general contractor and his first tier structural, civil and
electrical subcontractors shall submit their qualifications for
evaluation as a part of their proposal. The proposals will be evaluated
for cost and technical merit and these two factors shall have
essentially equal weight. The technical proposal shall be evaluated
based on technical experience, past performance, relevant project
experience on similar projects, management plan including work and
schedule plan and staffing, personnel experience, quality control plan,
safety plan and safety records on past projects, these evaluation
factors will be elaborated upon in the solicitation. The solicitation
will be ready for issuance sometime in early February, 1997. All
responsible sources may respond to this solicitation. Requests shall be
presented in writing accompanied with a money order, certified check or
cashiers check for $330.00 payable to the National Institutes of
Health. Contract completion time will be 1185 calendar days. A
pre-proposal meeting/site visit will be noted in the solicitation. A
fixed price construction contract is contemplated with an estimated
cost of more than $30,000,000.00. SIC Code for this procurement is
