OF 2) POC POC: James biga (810) 574-7133 The U.S. Army Tank-Automotive
and Armaments Command, as a part of our acquisition planning for the
future procurement of the family of medium tactical vehicles (fmtv),
proposes to enter into no-cost bailment agreements with interested
contractors to furnish trucks, technical manuals and technical data
packages describing the fmtv program. The purpose of this effort is to
afford potential offerors for the fmtv future procurement an
opportunity to gain technical familiarity with the system, thus aiding
in providing credible proposals for potential future competition.
Interested parties are warned that conduct of this bailment program by
the government in no way obligates it to mecessarily Carry out a
future procurement of the fmtv, nor to mecessarily Carry out such a
procurement through a competitive acquisition. While this bailment
program is based on current acquisition planning, the government
reserves the right to alter, Amend, or cancel its current planning
without motice to the public. By entering into this bailment agreement,
participants agree that no obligation on the part of the government is
thereby created regarding any future acquisitions. To participate in
this program, contractors must provide evidence that they are
experienced vehicle manufacturers. In response to this synopsis,
interested firms are required to submit evidence of thier compliance
with this qualification, to include a description of part or current
program/ products, the production rate and a description of existing
manufacturing facilities. Under the bailment agreement, each contractor
will receive two fmtv models (light medium tactical vehicle (lmtv)
cargo and medium tactical vehicle (mtv) dump variants, a set of
technical manuals for all models currently in production, a set of test
reports for all models and, upon availability in accordance with the
schedule set forth below, technical data packages for production models
and special body variants. Trucks will be available for pick-up at the
prime contractor (Stewart and Stevenson services) in Sealy, TX. Title
to and ownership of vehicles under this agreement shall remain with
the government at all times. As such, the contractor will be held
totally responsible for the protection of government equipment and will
be held accountable for any damage or loss. The term of the bailment
agreement will continue for a twelve month period after receipt of
vehicles. Contractors receiving bailment agreements under this program
will be responsible for all vehicle transportation, the maintenance of
vehicles in accordance with defined maintenance schedules, the return
of vehicles to the government in new condition (fair wear and tear
excepted), and conduct of a Road test if the vehicles are town down.
Each contractor will obtain repair parts directly from the vehicle
manufacturer/ appropriate component vendor. There shall be a mileage
limitation of 10,000 Miles for each vehicle while they are in
possession of the contractor. Upon return of th E trucks to the
government, they will be refurbished prior to issuance to the field.
Contractors will be required to make a deposit, payable upon receipt of
the bailed property and refundable upon completion of the agreement and
return to the bailed property. The deposit shall be $50,000.00 for each
fmtv for a total deposit of $100,000.00. The schedule of events under
