Contracting Officer, (904)234-4863. The Coastal Systems Station,
Dahlgren Division, Naval Surface Warfare Center, intends to award a
Purchase Order for five (5) Electric Winches and supporting technical
data. The winches to be used for deploying and retrieving the Battle
Space Profiler (BSP) recoverable probe onboard Navy Surface Ships. The
Winch shall consist of an electrically driven, single drum, mounted
horizontally with the necessary motor, reduction gearing, controller,
brake, spooling device, cable counter, operating equipment and safety
accessories. The winch shall be a self contained unit on a single rigid
flat mounting base for permanent attachment to the deck of a surface
vessel. The winch shall interface with the standard Navy non-magnetic
davit. The winch shall have the means to be upgraded through field
installation to pass real time data via an electrical-machanical cable
and slip ring. The winch shall be equipped with a 1200 foot long 3/32
inch diameter, 7 X 7 stainless steel cable. The winch shall be rated
at 110 lbs in either direction at continous variable speed from 0 to
150 feet per min (ft/min). The winch shall have a weight not to exceed
270 lbs and envelop dimensions of 16 inches wide by 35 inches long by
no more than 35 inches high. The winch shall be capable of operating
on 115V, 60 Hz, 1 phase, ugrounded power. The winch shall be
constructed of materials that are nonmagnetic, and are corrosion
resistant where possible. The winch will be part of a Navy Combat
System, requiring the winch to be designed to withstand shock loads and
environmental vibrations as associated with naval shipboard use. The
winch technical data package shall include engineering drawings,
operations and maintenance manuals, parts identification lists, and
installation and checkout procedures. The winches will be required
within 120 days of award of Purchase Order. Telephone requests for the
